March 30, 2010 - More than twenty organizations, including the National Humanities Alliance, have joined in a memo to House and Senate Appropriators urging increased funding for Title VI/Fulbright-Hays, FIPSE and FLAP programs within the U.S. Department of Education. The memo was submitted by the Coalition for International Education (CIE) to members of the House and Senate Labor, Health and Human Services, and Education Appropriations Subcommittees. The Coalition statement recommends FY 2011 funding as follows:
- CIE supports $176.8 million (a $51 million increase) for International Education and Foreign Language Studies (IEFLS), a collection of 14 programs administered through the Department's Office of Postsecondary Education. CIE's request includes: $153.8 million for programs authorized under Title VI-Parts A&B of the Higher Education Act (HEA)––a $45.4 million increase; $19.8 million for Fulbright-Hays 102(b)(6) programs––a $4.2 million increase; and $3.2 million for the Institute for International Public Policy, HEA/Title VI-Part C––a $1.3 million increase over FY 2010.
- CIE supports an increase of $2.1 million for the Fund for the Improvement of Postsecondary Education (FIPSE), International Consortia Programs -- as proposed by the Obama Administration. The coalition opposes, however, a $6.7 million reduction in the FIPSE Comprehensive Program proposed by the Obama Administration, and urges Congress to support growth in the program.
- CIE supports $31.9 million (a $5 million increase) for the Foreign Language Assistance Program, as authorized under Title V of the Elementary and Secondary Education Act (ESEA).
