December 11, 2009 - On Tuesday, December 8, Peter Orszag, Director of the Office of Management & Budget, issued a memorandum for the heads of federal executive departments and agencies directing them to take specific actions to "implement the principles of transparency, participation, and collaboration." This December memorandum is a follow-up to President Obama's January 21 Memorandum on Transparency and Open Government. The directive requires executive departments and agencies to: publish government information online, improve the quality of government information, create and institutionalize a culture of open government, and create an enabling policy framework for open government. The directive also includes detailed information on how executive departments and agencies should proceed in developing their open government plans.
